CVAP (Citizens voting age population) is similar to VEP
If done correctly, Voting Eligible Population would exclude in-eligible citizens like felons (and these rules would vary by state)

FL has been aggressive with removing voters but there is still a process and inactive voters are still able to vote.
Turnout as percent registered is a bit misleading (why most experts use %CVAP) because the registration statistics can be skewed by how easy or hard a state makes it to register.

A more recent update in April 2025 indicated that the citizen voting-age population (CVAP), a more relevant metric for election statistics, was 174 million during the 2024 presidential election. The CVAP includes U.S. citizens 18 years and older.

Hassling a governor dealing with so much over stupid data where you don't even bother checking the CVAP for the county?
Inferring something nefarious over slight changes in voter participation.

There's really no good publicly available denominator at the precinct level. (At larger geography one can use CVAP or VEP.)

Not seeing clear sources. But % CVAP is typically used (not registered) for a variety of reasons.
You are likely using the census survey household supplement which has often been misused. The registration numbers have a high non-response rate.

Put another way:
Did you consider anything other than the CVAP of districts?
Did you do anything to determine who candidate choice of Latino voters in the region is?
Did you do an assessment of racially polarized voting in the region?
