I am negative about biofuels but I learnt 1 tonne of wheat straw can produce 300 litres of bio ethanol or 400 kWh of electricity.

Decentralized ethanol production, using farms as smaller (less efficient but lowered transportation costs & delays) facilities for producing bio-fuel where local refineries aren't available -- seems like a contemporary version of Mao's 5-Year Plan.
