Why science for policy?
It helps define the policy problem and find underlying causes.
It helps reach trade-offs and compromises by understanding impacts.
It helps find out what works through evaluation.
Most of all, it helps earn trust in democracy by grounding it in facts and reality.

Let me try out an idea ---- the govt wants to take money from a broad range of higher earners. That will reduce consumption. But maybe the idea is to build the *productive* side of the economy: infrastructure & human capital (education, training, health)

What do you suppose anyone could get out of designing a bot that persuades children to kill themselves?
This could work rather well. I used to tell people to keep their failed proposals in a box to be used again (one way or another). Especially if you have had comments that help improve it. This could speed things up & avoid some of the massive waste that goes on now.
