Sounds like the voice Kelsey Grammer used for the TV/marionette version of Stinky Pete in "Woody's Roundup" (compared to using his normal Sideshow Bob-esque voice for the toy Stinky Pete).

That darn "Chicken Little", which just turned 20 years old, was the last new canon Disney animated feature to get a VHS release (through the Disney Movie Club). Here's if I had it open like a 1990s Disney VHS tape, even if it's hardly a classic... #ChickenLittle
