I've spent days trying to figure out who Bovino reminded me of. Then today I nailed it.
Milton Dammers, the psychotic FBI special agent in 1996's "The Frighteners." Seeing Bovino stand on his truck giving hand signals after court today was perfect. From high-and-tight haircut to behavior, it's him.

Idle Thought: I find the whistles to be very effective psychological weapons. That shrill sound interrupts the thought processes and instills innate uncertainty and even fear. I checked, and my assumptions were correct.
