But then the can do quads group would be quite small if it ever existed... or basically be some of the current men plus some random women. And then the can do triples category would have most women and half of the men... How would you decide who can do quads and who can only do triples?

The reason why women often outscore men is because they don't do quads.I think most of us agree that if top male skaters did not need quads, or only one, they would be way more consistent and score higher. Pls dont mix the categories, it would force female skaters to have quads and I don't want that
