No difference in process between the two scenarios is contemplated (i.e. not "until the President elect shall have qualified").

If the intent was for the VP to get a full term out of this, 20th would have paired "failure to qualify" with "failure to live" in the prior sentence, sans "acting" label.

Failure to qualify is dealt with in the same sentence as failure to choose, with the same, single prescription for both: VP serves as acting president only "until a President shall have qualified."

"Acting president" is "until someone qualifies," not One Weird Trick around the 12th. If Trump's votes are rejected and a House vote deemed necessary, a party line vote between Harris and "present" still wins her 38 states (every state with at least 1 Democrat).

Lifting ban under the 14th requires 2/3 of both houses. If at least one house has such a vote and it fails to reach the 2/3 threshold, it demonstrates the ban (found by 3 states, never directly addressed by SCOTUS) still stands.

Enforce 14th Amdt. disqualification retroactively to Inauguration Day (if not de jure 1/6/21). Vance serves as "acting president" (as per 20th under "failure to qualify") just long enough for Harris to find a federal judge to swear her in (only non-disqualified candidate with electoral votes).

You're allowing Trump to "turn back the clock" by continuing to pretend that his insurrection on January 6, 2021 didn't happen. Under Section 3 of the 14th Amendment, insurrections have consequences.

"Reckless and unsustainable" also describes the way Congress continues to abandon its sworn commitment to the Constitution. Section 3 of the 14th Amendment renders Trump ineligible to serve in office since his insurrection in 2021.

There may not be a national security problem if everyone in Congress stopped pretending Trump has Constitutional authority to fire anybody. After his insurrection 4 years ago, Section 3 of the 14th Amendment bars him from holding public office.

What both parties are doing is ignoring the clear prohibition in Section 3 of the 14th Amendment against Trump being in office to begin with.

If you really want to vote on something, take the vote the text requires and try to lift his ongoing ineligibility.
