The closest we came to that before "Casino Royale", I think, was "GoldenEye" starting off with a flashback to a mission that occurs a decade before the central action the movie.

Which makes sense from a thematic standpoint, because deliberately or not the Daniel Craig Bond movies leaned into that conceit pretty hard. We get to meet him as a "rookie" 00 and watch him grow into a more seasoned agent, which is something we never saw with other Bonds.

From an audience perspective, getting a series of Bond films with a new actor is us watching the adventures of the "current" 007, because the previous guy went on a mission where he didn't come back.

"No Time To Die" is simply the audience for the first time getting to see that mission.

If you want the Bond films to work as a consistent continuity, then the best way to do that is to assume that an MI6 agent takes on a new identity when they get their 00 designation, and "James Bond" is the identity you get when you become 007.

I can't figure out if it's a more of an indictment of society or of the character that it feels sexist to say that Sydney Sweeney would make a fantastic Power Girl, but... she really would.
