Not ammunition, munitions. In this case explosives. Per reports it seems they did a lot of C4 for military application, but plastic has a lot of commercial application as well. Assuming reports are correct it explains why there is nothing left.

Best as I can tell, they are taking funds appropriated in the FY26 Defense Appropriation approved by Congress and signed into law back in July and reallocating funds from operations and other areas and using them instead for payroll. Not 100% on that though.
