The 2 aren't mutually exclusive. The people I know in border patrol are 2nd gen immigrants with proximity to ideas of "we did it the right way." He could still be signalling to an in-group, & he could be doing it for benign or nefarious purposes. He could be subverting his role as "propaganda dude."
