Serious question here, do they vet the reviewers in regards to their influence or is it a come-all type of service? This is the first I've heard of reviewing books before a launch.

Chapter titles seem to make sense when you have a book with lengthy chapters at a manageable number. But when a book uses the chapter break as a change of scene and has 50+ chapters that range from 1-15 pages each, chapter titles can feel heavy

Go with the academic press if you have a contact. Even with an agent, you'll still have to shoulder most of the marketing work. The key benefit is that the academic press's logo on your cover instantly provides more legitimacy than self-publishing.
