Okay, got my little clock and reset circuit down to five ICs - three dual flip-flops and two quad NOR gates. I'm calling it ready to prototype -- that is, make a PCB that's just this, the clock generator and reset sync'ed to PHI4, and have it fabricated in my next batch of boards after the holidays.
