How about a state bank improving loan access? How about public insurance and helping more with recovery when disasters happen (several different businesses just in my neighborhood closed in the past 5 years from fire)?

Oh I see what you're saying. Interesting. I wonder if that matters. Coverage suggests they have agreed to pretty specific things (aligning immunization recommendations), whether it was in written form or not.

It sounds like the constitutional language is pretty broad: "any agreement or compact with another state", but there's a ton of caselaw exceptions to the restrictions. IF I'm understanding correctly any interstate initiative of any type would be a "compact" whether they call it that or not. IANAL
