"What matters is the effect on the overall economy"
Taxes don't 'raise' anything in a monetarily sovereign fiat currency regime such as ours. £3bn of taxation is £3bn removed from the economy. What matters is the effect on the overall economy of the government's fiscal actions of spending money into existence and taxing it out of existence.
