The South Okanagan is semi-arid, but gets pretty similar cloud cover patterns as the lower mainland, and is pretty mountainous outside of developed areas.
There might be some interesting possibilities for smaller scale agrivoltaics.

Larch & 2nd is a relatively small new apartment. As a connected point access block it would require 3 egress stairs for the number of dwellings on each floor.

Macdonald & 4th is made to look like three buildings, but its 99 dwellings would require 5 stairs.

To the south west of Jericho which is already approved there will be the Point Grey Village Neighbourhood Centre, which had a 21 storey building approved earlier this year ahead of the future area plan, and to the east are the West 4th and West Broadway transit corridors

Nope, you can see the Villages Plan would widen and extend the lowrise area shown in the ODP map further south along Macdonald instead of stopping below 16th.
How much is still uncertain, but at least onto the secondary streets.
