Probably not. When we were setting up Open Collective for @aio-libs.org / @aiohttp.org, we had to jump through a lot of hoops to get it set up to work with both the EU and the US. And they have separate entity identifiers registered for the regions. There's EPS in here, though.

Interesting.. Have you considered making your own org for those? I've found keeping repos under user accounts quite limiting and having even just solo-admin orgs comes with advantages like better namespacing + separate rate limits etc.
