Yeah he’s regretting not using it and covering his ass. If he wanted to save her and was planning to tell them, he should have told them before the veto ceremony so they could determine the best path together.

This is probably why Rachel didn’t want Jimmy to use this info. She wanted to use it to protect herself. No shade on Rachel but they might have been able to save both of themselves if used correctly.
