The way I read it is that we should abandon regulations that undermine our sovereignty like the NPT and build nukes so we become strong and self-confident enough to deal with Russia ourselves.

Trump should make it clear that NPT intrudes on national sovereignty and is in direct conflict with basic principles of the US National Security Strategy.
