Trump's "border czar" Tom Homan didnt come out of nowhere. It was Obama who tapped him to head ICE's deportation branch. Under Obama Homan crafted his family separation policy. It was rejected, but the compromise? Expand immigrant detention, build new facilities to hold families indefinitely.
