It's not even a shift to the left. It's a promise they made in their manifesto and then didn't fulfill for more than a year, when they could've done it within a week of winning the election. This isn't a leftward shift, this is - at best - them not moving quite as rightward as we thought.

No, but the problem is that the law isn't tight enough and the penalties aren't harsh enough. When the penalty for breaking the law is a fine, it means it's only illegal for the poor.
