Our paper calls for urgent action from Germany and the EU to leverage diplomatic channels, demand the immediate release of all detained civilians, bolster documentation efforts, and ensure that civilian voices, particularly those of women, are integrated into peace and recovery processes.

As the paper highlights, these disappearances are not just isolated incidents – they are a deliberate tool of war used to demoralize the population, erode social cohesion, and instill constant fear. Women are disproportionately affected, facing unique and often overlooked vulnerabilities.
