1) Delay? Now he has no plausible deniability.
2) Make someone flip? The GOP gets gutted in Midterms, and no, cheating won't fix it.

Actually there is plenty of reason to believe otherwise. I would look much deeper into how some of Senate has been prepared for the vote process due to how bad it is.
