I keep thinking there's a way to use newsletters as a way to publish--every month a chapter/section? printed book at the end for paying subscribers?--but that would be highly unorthodox for publishers, translators, and funders to wrap their minds around.

Books! Maybe a small crowd-funded list to start, rather than applying for funding. Translations are more-or-less easy to get some funding for, if one does the right books. It's just everything else that's expensive. I tried ebook-only a while back, but I wouldn't recommend it.

Have you considered books? Something like the relationship between NYRB / NYRB Classics, but focused on modern European literature? That'd open some funding avenues in the EU and aligns with your mission. I have a lot experience as a publisher of translated fiction, if you'd like to discuss.
