According to the website this is a tax receipt of a farmer tilling the field from the East Turkistan Republic, 1948. But the words say "Ajizlarni qamdash we milliy sana'itimizge yardemlishish üchün keng dairilik ötküzülidighan bexit sinash béliti". So maybe a raffle ticket?

The oldest horse saddle ever found (as of 2023) is about 2700 years old, discovered in the tomb of a woman at a cemetery near Turpan. The woman was dressed in a hide coat, woolen pants and short leather boots, and had a “leather saddle placed on her buttocks as if she was seated on it,”
