We'd probably be willing to maintain ours, just not for free. Europe should pay for 3 carriers (every one deployed is one in workup and another in maintence), escorts, the air wing, etc. They're going to spend a lot more to try to recreate it.

No POTUS can commit the United States alone. If it's not ratified by the United States Senate, it's not binding. For Iran, Ukraine, or anyone else.
