Not necessarily. A lot of kids use it to go to their friends lesson before it finishes and waste time with them for a bit.

Where these are absent, it is often the case that teachers spend a lot of time and energy ‘chasing up’ behavior issues, meanwhile the same child is often disrupting several lessons before a serious consequence occurs.
