I don't think that's true; if you read the DOJ memo attached to the filing linked in OP, DOJ is keeping almost of all of the EOIR (i.e. immigration courts) at work claiming an emergency (they want to do this to keep deportations rolling)

its local rules; the basis is practical, with 29 active judgeships it's by far the largest circuit by number of judges (and geographic territory for that matter), and having 29 judges rule together would be absurdly unwieldy
