Especially since he is a megapastor. Man just wants to be able to coerce people with threats of starvation.

That "and/or churches" betrays his agenda, as does "hold them accountable". What he wants is for the desperately poor to be more easily exploited. He doesn't like welfare because he thinks people on it should be punished for being on it, and that current system punishes them isnufficiently.

Imagine it with the legend of the galactic heroes artstyle. That would *slap*.
