It’s a combo of testing and clogging the system. They don’t care that it goes directly against constitutional separation of powers. They only care that they want to do it and believe they’re right on some other scale

If they were going by ratios, equal would mean more than 3,000 of the Palestinian hostages should be released for the 33 Israelis in this first stage
