Looking forward to your next article to understand your perspective better. These discussions would benefit from a clear distinction between the regulatory mandate and the ATC service provision of the FAA (somewhat like Transport Canada being separate from NAV Canada).

In Canada, it's "private" in the sense that it's non-government. But the "non-shares" means it doesn't belong to any entity of any kind. The point about "stakeholder governance" is what brings it all together. For more details, see www.navcanada.ca/en/corporate...

Good point regarding FAA's role as a certification body as well as the ATC operator. In Canada, regulation remained with Transport Canada whilst NAV Canada is responsible for funding/operating the ATC system.

In 1996, NAV CANADA became a private, not-for-profit corporation, freeing ATC from government constraints. It shifted ATM system development in-house, creating tech now used globally. With strong governance, it’s a global model for safe, efficient air navigation.

Ask NAV Canada for expert advice, they've successfully demonstrated continuing ATC system-wide improvements since 1996 (that's a 29-year track-record).
