Insults and hurt feelings overshadowed a midday meeting about the Big Dig on Wednesday. Key Biscayne Village Manager Steve Williamson said he would not have his professional reputation impugned by Council Member Ed London, who said the manager had “hoodwinked” the Council on Big Dig expenditures. The word hoodwink” means “to deceive by false appearance.” “What you just said was very disrespectful,” Williamson said.

Driven by a massive outlay of $66 million in capital projects, Key Biscayne Manager Steve Williamson finalized his 2026 budget request Wednesday with a plan that would spend $111 million, setting the stage for complex and costly “Big Dig” stormwater and underground utility construction to start next year. The budget would increase property taxes by an average of 3.8%. It would involve extensive borrowing -- nearly $36 million, much of which will be paid for big increases in stormwater fees in future years.

A Florida village has temporarily suspended a policy barring public employees from speaking to the press without permission from top officials.

The move comes after @rcfp.org attorneys, representing @kbindependent.org, filed a lawsuit arguing that the law is unconstitutional.
