My solution to end Congressional Gerrymandering is to base House seats on a popular State wide vote every two years.
For example, Wisconsin is a 50/50 state. Wisconsin has 8 House seats.
So if the popular vote reflects that 50/50 split, that means each party gets four seats in the House.

Regarding this whole H1-B Visa argument, I had a college professor once who said they had different eexpectations for students based on what their major is. He said he expected A's from his engineering students who tooks his class because "if you aren't an A student, please don't build my bridge."
