Did it once in NY a group of us left the tab only when we were in the next bar did we realise we had not paid .... went in the next day and gave 100$on a 50$ tab, and our apologies was told thanks, but as I'd been in 3/4 times before they reckoned, I'd be back ... no way was it a local to me

I think if your born outside the US to American parents whose work for the government has them living abroad qualifies you ..ie a soilder or diplomat in Germany having a child while stationed there...that's how someone explained it to me in the 90s when I lived in NY
