Keeping my fingers crossed for the brilliant steelworkers I met when visiting British Steel in January, to research the ‘Steel Reforged’ report, and hoping even at this late stage that government, employer and unions can work together to secure this strategically vital industry at Scunthorpe.

Interesting. Policy design would be fundamental. In particular, there would have to be a red-line with regard to respect for employment rights. But tax breaks for employers to invest in areas where they will need to spend more to overcome social problems makes sense.
