The federal budget hopes to boost growth by ~0.7%/yr (+3.5% by 2030). Even if we exceed U.S. growth by that much, we won't regain our pre-2015 position until 2050.

There was a sign that made this character come to that conclusion.

IMO, the (usually) annual Budget process is a bit of a misnomer. What we refer to as a Budget is not an actual breakdown of how the government will spend its money. Rather, it is more of a major policy document, albeit policies that primarily involve changes to spending or revenues.

A tale of two November 5ths:
UK (1605): an attempt was made to blow up the House of Lords and assassinate the King, involving 36 barrels of gunpowder.
Canada (1995): an attempt was made to break into 24 Sussex and assassinate the Prime Minister, involving a pocket knife.
On Nov. 5, 1995, André Dallaire arrived at 24 Sussex Drive in Ottawa, where Jean and Aline Chretien were sleeping. He spent nearly an hour on the grounds and in the home, waving at security cameras and holding a pocket knife.

I am not sure why the government would preemptively invoke the notwithstanding clause (if this report is correct). It is not automatically the case that legislating back-to-work would violate the Charter. In any event, it would be months before courts would rule on the constitutionality.

Smith is invoking the notwithstanding clause to force teachers back to work.

Which is an admission that she is violating charter rights.
