Maybe I'm misreading this, but it sounds like reverse inference/non sequitur: Granting that a system having beliefs and desires allows me to predict its behavior by attributing these beliefs and desires, it DOES NOT follow that ANY system whose behavior can be predicted thus has beliefs and desires.

we really need to start admitting that instrumentalists are granted "some things work and some things don't" as the starting point of the debate...
