The only acceptable reason to consider a draconian small boat policy is if you have an easy, safe asylum process and don't want desperate people to risk drowning in the Channel.
Which they wouldn't do if there were an easy, safe asylum process. So a draconian small boat policy seems pointless.

Quick reminder that in the 1980's economic migrants from the UK flooded European building sites. Cramming into accommodation to save money, a lot of the payments 'off the books' and sending everything they earned back home to support their families. Was so common a TV show was made about it.
