I don't use UBSC, but EA App is exactly the same. Ignores language or resets settings all the time. To stop cloud functionality I'd revoked write permission on user cloud profile. Origin was meh, but EAA is utter 💩.
The only real way to avoid this is to install Winblows with US locale at start.
