Ironically i think those people are the ones who think they are the safest and are performing some kind of civic duty by making everyone else slow down. They're as dangerous as the much smaller minority of people who think they can still go 50+ mph in this type of storm

Its bad! Sincerely, i think there should be driver's skill tests for winter driving and penalties for not being able to maintain a certain speed when out. You're a danger to everyone if you're going 15 mph camped out in the far left lane on 480 with your four ways on.

Its not nearly that binary or simple. Its not like every house existing at the population peak (which was 75 years ago or something) is still standing.

Also Pittsburgh has been growing in recent years.
