Yes and no. It does contain an outline of the solution we used but at the same time, it says that any solution is incompatible with this. That's not true because our system does exactly that.
If every condition that can prevent motion is already reflected into the HMI’s “Ready/Auto/Fault/Local/Offline” gating, then a deterministic “command failed” test on a real device is literally impossible without changing something (PLC/driver/HMI rules/network) or risking an actual abnormal condition.

It's also a restriction on the commemorative coins for the semiquincentennial. I don't see how they can get around that under the plan as proposed. I think they could theoretically get away with one of the two proposed sides, but not both.
