I think SCOTUS already ruled that bribing an official was ok as long as you call it a 'gratuity' and do it in the proper sequence.
SCOTUS did say that bribes, er ... 'gratuities' were legal so long as the politician didn't receive the 'gratuity' until after they had delivered the requested action. Perhaps the debt payment was with a post-dated check? thehill.com/homenews/sen...
