Tony Evers OFFICE OF THE GOVERNOR December 5, 2025 To the Honorable Members of the Assembly: I am vetoing Assembly Bill 366 in its entirety. This bill would make several changes to Wisconsin law related to emotional support animals and service animals, including: allowing housing providers to request documentation of a prescription or letter from a licensed health professional in order for an individual to keep an emotional support animal; (b) creating new forfeitures for individuals and licensed health professionals related to prescriptions or letters for emotional support animals; (c) changing the definition of "service animal" in public accommodations law; (d) creating penalties for intentionally misrepresenting possession of a service animal in public places of accommodation or amusement; and (e) requiring the Department of Workforce Development to develop and distribute signage and informational materials for businesses in consultation with an outside animal service organization. While I share the goal of preventing fraudulent representation of emotional support and service animals, I am vetoing this bill in its entirety because I object to the creation of unnecessary barriers for individuals with legitimate disability-related needs. I also object to creating arbitrary barriers to prople with disearis from astil the supr ford cave they need, yod similarly oppose animals for safety, well-being, and stability. Finally, legislation affecting the rights and protections of Wisconsinites with disabilities should be developed in consultation and collaboration with people with disabilities, disability advocates, housing stakeholders, service animal training organizations, and the department. This bill was no meaningfully developed through this collaborative process. Support accountability and best practices — but only once the grey areas are clearly defined. • Keep comments fresh and relevant - Add something meaningful: rebuttals where needed, updated data, new examples, or personal stories tied to community benefit. • Stay professional and respectful — We've earned credibility; keep building on it. • Align with Alliance messaging — Unified points show we're organized, informed, and serious. • Make a clear ask — Ask Council to work with STR stakeholders to define and refine a clear and transparent three-strike framework before writing it into law. ALLIANCE • Don't re-fight the 7-day or 180-day issues — They've already been removed; thank them for this responsible decision and move on. • Don't be repetitive, off-topic or combative - Repeating the same points or using a combative tone weakens momentum. • Don't center comments on personal profit — Keep the focus on community benefit and fairness. • Don't highlight being out-of-state — If you live out of state, simply state your STR address and your connection to Green Bay. 山 30 4 comments
