"Enforcing" without due process. Taking citizens. Going after a lot of innocents and trying to look good in public, but not going after actual cartels. Cartels, for instance, out in national forests, with illegal grows, threatening residents nearby, polluting our land and water, all using illegals.

But I guess it's harder than hanging out at restaurants and Home Depot, sweeping up actual hard working people contributing to our society despite their residency status. And you know... Cartels shoot back.
