Also I use R for jump in Ultimate and Rivals, and it's so much nicer than using face buttons for jump.

Maybe. Then again Capcom has said that SF6 is tournament legal on the Switch 2, and that has a ton of input delay.

That said I think the ship has sailed as far as controller legality goes.

When (not if) Melee gets put on Switch 2 via the Switch 2 Online, it will make it a moot point.
