This guy shows up out of nowhere, blows your mind with the best song in the game, and is gone. Never appears in a cutscene or reference by any other character in the whole game.
The only fig leaf he gets is that when you look through the codex for the characters it's his voice reading them out.

Cinners Bnuuy. I admittedly picked up the public when I first joined VRC, and fell pretty much way too much in love with the power of Bnuuy.
