Yes, this! Your user wants to know WHY you're including the image, not just description. Intent really matters: you could describe the same picture different ways, depending on your reason for putting it on the web.

As a direct consumer of ALT I would always rather have too much detail provided to me, because I can always squelch speech, lift my finger off of my refreshable braille display, or simply move onto the next item, if I do not need it.

because most people who are visually impaired dont want to know the "vibe" of a pic, they just want to be able to participate in discussions/platforms that involve images.
