There are also different types of government definitions as well. Any of these types of governments can mimic another. A country may have elections but the citizens do not "rule" as in an actual democracy. An Oligarchy or Dictatorship can pretend to be a democracy (Russia).

Fascism like Communism, Socialism, libertarianism are different parts of a political spectrum. Like a gradient their characteristics change just a bit going right, left, up, down from the center.
And yes a government can have communistic tendencies.
