Software utilities, I think, must be treated the same way: regulated (including price) and operated under oversight. Otherwise, they're just a robber-baron monopoly with a stranglehold on the economy.

The stench that arose from them was almost enough to contagion in the neighbourhood where they were sold. His Worship had much diffiulty in obtaining a place to bring in, but he is determined to put down the practice of sell- ng rotten fish. 17th July.

Regarding the availability of fish during the Great Famine: in 1847, the matter of a lack of support for developing Irish fisheries was raised in Parliament.

From 1825 to 1835 parliament voted £143,791 for stimulating 🏴󠁧󠁢󠁳󠁣󠁴󠁿 fisheries... but only £12,000 for Ireland.
IRISH FISHERIES. Sir W. BARRON said, that the object of the mo- tion of which he had given notice was, to give pro- fitable employment to a large body of the Irish peo- pl, amounting, according to his calculation, to 400,000 persons, including the families of fishermen. Looking to the important measure which was about to be put into operation in Ireland-he referred to the Poor Relief Act-it was necessary to find employ- ment for the people, otherwise the most disastrous consequences would ensue. It was notorious that the Irish fisheries were not in the same flourish- ing condition as those of Scotland, and that was at- tributable to the circumstance of the latter not hav- ing obtained as much encouragement from parlia- ment as the former. It appeared from a return which ment as the he moved for in 1835, that during the ten years pre- ceding that date parliament voted £143,791 for the purpose of stimulating the Scotch fisheries, whilst, for the same period, only £12,000 were voted to effect a similar object in Ireland. In consequence of the fostering care which the legislature had extended to them, the Scotch fisheries had become the most pros- perous in Europe, not excepting even the Dutch. It was a melancholy fact, as regarded Ireland, that Scotch fish of the value of £50,000 were annually imported into that country, and purchased by the poor people; whilst, upon their own coast, within sight of the land, were myriads of fish, which were never caught.
