Software utilities, I think, must be treated the same way: regulated (including price) and operated under oversight. Otherwise, they're just a robber-baron monopoly with a stranglehold on the economy.

Regarding the availability of fish during the Great Famine: in 1847, the matter of a lack of support for developing Irish fisheries was raised in Parliament.

From 1825 to 1835 parliament voted £143,791 for stimulating 🏴󠁧󠁢󠁳󠁣󠁴󠁿 fisheries... but only £12,000 for Ireland.
