Replace with what? So NINE years later, his plan turned out to be a deregulated replacement with tripled insurance premiums--which basically now acts as another huge tax on struggling working class.

Actually Andre Ian Roberts graduated after 4 years at Coppin in 1998, and had grown up in Brooklyn NY prior to that. He moved around country for new jobs. Baltimore MD was his longest stint of 8 years, 5 years as a teacher, 3 as a principal.
Basicaly after 40 years in US, one should be a citizen.
