There's a bigger play going on here. Slumlords coordinating with ICE to roust tenants, steal or destroy their stuff, damage the building so its uninhabitable. All to trigger legal expedited evictions, make insurance claims, and then sell to developers.

There's a lot of context that I think has been somewhat understandably missed in the initial reporting. The building was almost certainly in bad shape before the raid, and besides the Venezuelans, occupied mostly by very poor, vulnerable people. But I kind of think that makes it worse
